We're staying in Florida, Pensacola at number two, Harrisburg, Pennsylvania and coming in at number one, the best place to retire. Lancaster Pennsylvania. It scored really high in the health care category and the housing costs are below the national average and about 18% of the population is above the age of 65 and get this. Pennsylvania and Florida took most of the spots in the top 10 because of the tax breaks. Florida does not tax income and Pennsylvania doesn't tax retirement pensions and distributions from 401 Ks Iras or Social security.
